I de väl diversifierade storstäderna avvecklades därför textilindustrin och de knappa arbetskraftstillgångarna kom att sysselsättas i mer produktiva verksamheter. </span></p> <p class="p1"><span class="s1">Borås – Sveriges textilindustriella centrum – avvek från det mönstret. Textil och konfektion förblev betydelsefulla och kunde länge anpassa sig till de krav på omställning samhällsekonomin ställde. I slutet av 1960-talet började möjligheterna bli uttömda och utlandsetableringar sågs i företagarkretsar som ett sätt att hantera den uppkomna situationen.</span></p> <p class="p1"><span class="s1">Den snabbt stigande levnadsstandarden under rekordåren fick konsekvenser för den textila konsumtionen, genom att nya marknader uppstod samtidigt som gamla inarbetade marknader fick mindre betydelse. Den gamla väl inarbetade marknaden för finkläder i form av kostymer, rockar och kappor minskade starkt i betydelse, medan fritidskläder av alla slag blev stora produkter.</span></p> <p class="p1"><span class="s1">Välfärdssamhället innebar också en ökad konsumtion av textilier i bilar, som avsatte stora volymer. Med större bostäder och bättre resurser följde dessutom en växande konsumtion av möbler och gardiner, medan konsumtionen av linnedukar och finare handdukar minskade i omfattning. Mer fritidskläder och större hemtextilkonsumtion innebar ett ökat beroende av modeväxlingar. Det blev livsviktigt att kollektionerna kunde avsättas. Misslyckanden innebar ofta stora förluster. Beroendet av marknaden blev därför allt mer påtagligt för hela textil- och konfektionsindustrin. </span></p> <p class="p1"><span class="s1">Industrin utvecklades också till att visa en allt större känslighet för marknaden. Dessa tendenser förstärktes av löneutvecklingen. Stigande löner som följd av den ekonomiska utvecklingen förstärktes av LO:s solidariska lönepolitik, som innebar att facket önskade att alla skulle få del av standardökningen. Det innebar att de branscher som inte kunde betala samma löner som de ledande industrigrenarna på sikt skulle försvinna. Till textilindustrins villkor hörde också att den tidvis svagt skyddade svenska marknaden utsattes för en omfattande lågprisimport från främst Europa och till någon del Ostasien. Priserna pressades och en stor del av hemmamarknaden förlorades. Vävnader och konfektion av standardmodeller blev i början av 1970-talet allt svårare att tillverka med lönsamhet i Sverige. Det framgångsrika textilföretaget hade i stället sin verksamhet koncentrerad till de textila slutprocesserna beredning och färgning.</span></p> <p class="p1"><span class="s1">De delar av Borås textilindustri som tidigt såg dessa tendenser och anpassade sig hade möjligheter att överleva genom rationaliseringar och nedläggningar. Samtidigt förekom omfattande inköp av goda varumärken. Men utslagningen av företag var också stor och ökade i slutet av tidsperioden.</span></p> <p class="p1"><span class="s1">För de anställda innebar detta att ny sysselsättning inte tillkom utan arbetsstyrkan tenderade i många fall att få en allt högre genomsnittsålder. Till den arbetskraftsintensiva konfektionsindustrin rekryterades också i fortsättningen en lågutbildad arbetsstyrka utomlands. Borås hamnade genom sitt stora beroende av textil- och konfektionsindustrin i en situation där dynamiska utvecklingsmöjligheter saknades.
